Ongoing & Sustainable Learning Center: Relearning Space @Library

 

Introduction

One of the challenges that the government and business sector are facing now is the quality of life development particularly the skills uplift issue in order to catch up with the economic change. However, what kind of skills do we need to look for in order to cope with the rapid change of the economy and the fast and continual advancement of techonology in various forms?

 

Now, several organizations are impacted by the digital technology and coping with the labour change, development of new knowledge and skills, and up-to-date skill promotion and learning. It is therefore necessary to enable for the operation and career promotion, and the ongoing learning inevitably plays an important role. In order to be able to adjust to the global change, career promotion and digital innovation through public library, the readiness preparation is the main target to elavate knowledge and skills promotion for interesting careers. Thus, the learning for reskill and upskill opportunity expansion is the key answer for the Ongoing and Sustainable Learning Center. The library can be arranged into career learning space so as to respond to the community need and the rapid change of the innovation so that it can enable the second career for quality of life development and income generating for the individuals, community and society in the long run.

         

Thai Library Association (TLA) is hereby proposing the Ongoing & Sustainable Learning Center: ReLearning Space @Library Project to the Stock Exchange of Thailand Foundation in order to support the library utilization of the community and locality to create the Re-Learn space which enables the Re-Skill to manage with the change and advancement into the society and economy of the digital era.

 

Currently, there are more than 627 public libraries in the country disrupted in several ways, for instance, the smaller amount of users and the defensive pattern of service. There is wide range of people who are the major target group of the library and they are disrupted differently in different age range. From field visit in provnices, the low income earners are confronting with risk of low agricultural product price or unemployment. As a result, they are definitely in need of the knowledge development for second career.

 

TLA has considered to propose the Project to the Stock Exchange of Thailand Foundation to consider and agree on the essence of the project and the corresponding with the operation of the Foundation in making possible the impact and high potential to develop for future flagship.

 

Objective

  1. To develop the quality of life of youth, students, workers and retirees for ongoing and sustainable learning.
  2. To promote the new role of public library in developing quality skills and innovation learning to cope with the change and advancement into the society and economy of the digital era.
  3. To encourage the reinvent learning in the community in the Unlimited Space style which the Re-Learning Space @Library represents as the symbolic access and springboard of learning center to distribute the knowledge and ongoing and sustainable learning to community people regardless of access, location and time.  

 

Expected Results from Each Model Center:

  • 700 participants in the training (Central Node + Community Nodes)

  1. NFE Network comprises “Chalerm Rajakumari Public Library”, provincial/district/NFE/sub-district/village public library, occupational training center for people near border and community book house.
  2. Educational Network comprises Tha-It Municipal School, Seniors School, Rajabhat University, Welfare Division, Office of Muang Municipal, Sub-District/Municipality Administration Organization, sub-district/village head club, sub-district women’s club and temples.
  3. Occupation Network comprises OTOP group, District Agricultural Office and Community Development Office.
